What do you mean by “stuck”?
Another (possibly related) ftp problem was discussed here: http://forum.mikrotik.com/t/fetch-upload-auto-rsc-between-routers-not-executing/56819/1 I don’t know if it’s the same or not. You might try running the upload twice in a row and see if it works…
