I understand that Mikrotik is not FTP-server, but even so exists possibility of the access read-only to FTP.
there is built in FTP server with limited capabilities - you can upload file, you can download.
It is FTP-server, but it is not optimized to work like one - it is more like “FTP-cache” 
- so it don’t have read-only access.
