Full and limited Bandwidth for a subnet

Hi all,
I’m new for RoutersOS command, I would like to perform a queues like this:

  1. Unlimited bandwidth for acces to speedtest providers for and subnet 192.168.10.0/24
  2. the same subnet, must have a limited bandwidth for all the rest of the pubblic addresses in internet.

How I can write a script to perform these rules?
any help will be appreciated, I try many ways but unsuccessuffly.

I’m wrong or it is one fucking method for fraud the clients?

No sorry is not a fraud, is my home router is for experiment just to see how control bandwidth works.
