in winbox - click on “#” icon in the left on queue window ))

And thanks to mikrotik - now copy of item saved after this item !!! not in bottom of the list
“#” this is just sorting button u still can move tham up and down
create new user with read-only access rights

this locking feature would be nice for all lists where order have meaning (mangle, nat)
no, if you click on # the second time, it doesn’t allow to move anymore
