Layer 2 MAC discovery, BOOTP and other layer 2 protocols choke on some Windows 7 64 systems. I was getting really frustrated in trying to get Winbox to discover routers consistently and to get Netinstall to be recognized by boards for flashing.
I turned off Windows Firewall entirely. Makes no difference.
I turned off UAC. Makes no difference.
I disabled all unneeded drivers and protocols from my NIC. Makes no difference.
After searching the web about issues related to TFTP and BOOTP on Windows 7 64 systems, I found an email thread that said to disable the Network List Service. As soon as I did this Winbox and Neighborhood Viewer worked perfectly and Netinstall BOOTP started working. I have not had any issues since I disabled this service. Aside from providing the list of networks to Windows Firewall, I don’t think it serves any other useful purpose.
