I think the 3011 can do it, and maybe the new 850G if you’re looking for something more SOHO-sized.
Double-check the performance stats on their respective product pages. I’ve never personally had my hands on either of these units, so only take this as a suggestion of a non-ccr platform to investigate. It seems like the test results tables are usually optimistic when compared with users’ real-world results, but I’d say to look at the mid-sized packet with 25 firewall rule routing performance as your key stat.
