good performane pppoe connection but download big file slow

Hi all,
I realized pppoe server and three ptp and router with connection pppoeclient.
It’s all ok, performance with speedtest.net is very good 30mbit tx/rx, but when download big file iso, example: centos 6.5 iso
max download 4mbit.
this problem is only download big file.

suggestion?
p.s dynamic change-MSS is active

Have you check if the server give to you more than 4Mbps, or is limited?

i think is problem of mtu fragmentation.
