Yes, you can remove jumpers on PoE-out side and then it won’t pass PoE further.
But there is a note, that it won’t work if 802.3af/at is used - the power source device won’t power the GPeR alone.

Do you know guys why GPeR can’t be powered by 802.3af/at itself? I’d like to extend the link between two switches, however in that situation it isn’t possible to use GPeR.
You could use RBGPOE passive injector from one side to power GPeR … I guess.
