GRE Tunnel Flapping

I have a GRE Tunnel up between my to remote locations that I am going to use for Management only.

Site 1: 192.168.251.5/30
Site 2: 192.168.251.6/30

I can ping both sides of the interfaces no problem. I can ping the devices behind site 2 once I add a static route to them no problem. However when I go to add a static route back to my network on Site 2, I can add it then the Tunnel Starts flapping? Not sure what would cause this? Running 6.42.3

I’m afraid that the most likely cause is that with that route in place, the tunnel starts sending its transport packets via itself.
Follow my automatic signature below while the “break the tunnel” static route is in place.
