GSM Modem and Routerboard Problem

dlink modem DWM-157 is connected to RB951Ui-2HnD on USB1,
RB detected usb modem but can not send sms
it seems that AT command does not recognize.
i changed channels but the problem didn’t solved.
what should i do ?
