Is the POE out of hap ax3 enough for powering a cap ax?
You can check yourself … specs for hAP ax3 and cAP ax (if nothing will be attached to cAP ax, then take “Max power consumption without attachments”).
In short: yes if nothing else connects to cAP ax.

Isn’t his another case of confusing Mikrotik PoE specs?
The hap ax3 outputs passive PoE, whilst the cap ax accept as PoE in 802.3af/at, so maybe it is needed a (passive) PoE splitter powering the cap ax through the dc jack?
It is a bit confusing. But don’t despair, all MT devices with PoE in will accept passive PoE (and some will additionally accept 802.3 af/at PoE). This is also implied with specified PoE-in voltage (18V-57V … 802.3 af/at requires something like 40V-57V).
