Hi
I need to terminate 400 L2TP tunnels to a Mikrotik. No IPsec encryption. I have tried this with a crs125, it works but the throughput is terrible. What box would be best to achieve this?

Terminating tunnels is not a switch thing: they are all managed by the CPU.
But I can not suggest to you an appropriate CCR model, because I not have a device that manage directly that ammount of links.

I’m interested in the network design that uses 400 unencrypted l2tp tunnels.

Maybe try a CHR on a supported hypervisor? You can add more resources if you find you run out.

I have experience in this! You need CHR with 6 core or an CCR2116. Other versions with RoS 6.x can hande like CC1016 or 1036 but as all is moving to RoS v7, better to get an CCR with 64bit processor
