LANS share two or more WANs?
LANS directed to use specific WAN?
Need much more detail on requirements… what you hope to achieve etc…
I want to know who is doing load balancing within my network .. Because I buy internet very expensive and they take subscriptions and redistribute them .. pppoe server work

It sounds ilke you are an internet provider? yes, no
It sounds like you have customers who are selling their internet to other customers against your wishes? yes, no
THe better you describe the scenario and your setup, what you get from your ISP and how you provide internet to others, etc… and also confirm what equipment you are using, hopefully someone else will help.
