You do not say if you are willing to use the hotspot feature or not. If you DO use the hotspot feature, you can set up multiple user profiles. Each profile can include up and down bandwidth limiting settings. To automatically login to the hotspot, users can use a) cookies, or b) MAC address.

Does hotspot only work on wireless network(802.11b)? We have no wireless network, can we use this feature on standard ethernet mode?
