Mikrotik work with me so good and there is just 2 problem i need to solve them
i need to make whitelist for few sites on hotspot so user can visit them without user or password and without speed limit in hotspot profile (rx-tx)

Exempting them from Hotspot rate limits, however, is significantly more difficult. Unless you have a very good understanding of queues it is far more likely to break things than to do anything good for you. It would also require that you track the IPs of exempted servers, which often isn’t possible or feasible at all.
