i beleive that when you activate the web proxy, the traffic it’s generated from the router itself, it catch the client request then process it and make the request to internet, so the mangle routes dont see the traffic to internet like clients traffic. log time ago i used proxy and have the same problem, i reolved but dont remember how, maybe in the prerouting rules i identified with the local proxy port? i really dont remember, try it.
yes, if you don’t use proxy, then user traffic is mangled in ‘forward’ chain, where you do load balancing. in case of proxy, you should add mangle rules also in chain=output to load-balance router’s requests
