I just upgrade routerOS to version 3.10, but I lose some packages like routing (RIP,FILTER,OSPF,BGP) . why can like that.
I use DOM level 4

You have to install routing package. Upload routing-3.10.npk to router and reboot
on X86 you need at least level5 license to use BGP
