[Help] My disk in backup status !

Why it is not active , it is in backup status !!!

NAME TYPE DISK STATUS

0 web-proxy web-proxy primary-master backup
1 user-manager user-manager primary-master backup

proxy is enabled and running , i cannot activate it ?
