Help required or facing some issues with Mikrotik

I am testing billing system (Advanced VoIP Billing system) with my Mikrotik (RB1000, v4.x, level 6)or (RB600A). I have configured upload / download datarate and billing system is sending that information to the Mikrotik but my Mikrotik is not implement it. Let me paste below the billing system against the access request sent to the billing system through Mikrotik router.

Please check above Radius packet and suggest that what I making wrong so that I can correct it.

Anybody please suggest…

Whats with the IP address ?
I would start by using a correct Class C IP, it probably can’t create the session.
