You can blok p2p partially. Encrypted connections will remain. Why do you need to block it? If it consumes too much bandwidht, you can go to that user and configure their p2p application to use less bandwidth. Another thing is - you can use QoS and bandwidth management to proritiez non-p2p-users and important traffic like http. Or you can upgarde the internet connection to meet demand even for p2p (most popular).
