Help with simple queues

Hello.
In my local area network is a computer with IP 10.0.0.100.
I want to set a guaranteed speed of his intrenet and back into it.

I set as in this picture, but Total Statistics on zero. What am I doing wrong?

put 10.0.0.100 to target
guarantee speed is not in this tab (general). in general tab “max limit” is the max speed the specific target can get.
in second tab advanced “limit at” is the quarantee speed.

Do I understand correctly that the individual rules for incoming packets from the Internet through NAT is not necessary?
