hEX POE poe connection

I have the following hEX POE router:

I am trying to connect a Texas Instruments PD board to it: http://www.ti.com/lit/ug/slvu108/slvu108.pdf
This is using the 802.3af standard
My problem is that the Auto On feature is not working, it says the router is waiting for load, the load on the poe is approximately 1W
Detection resistor is: 24,9k ohm which should be in range of the routers required detection resistor.
After some time, the Auto On is turning on the system then it is working fine, this time is pretty random from 20 seconds to several minutes, some times it does not turn it on at all.

The Force On is working also the other networking features are working as they should.

Is there any way to make this circuit compatible with the hEX POE router?

I have upgraded toe ROS to 6.41

Unfortunately the poe is still not working. It is quite the same as with the previous ROS.

upgrade also firmware (system routerboard update), then do 2 full reboot

I have upgraded the RoS and Firmware to 6.1.
Unfortunately nothing changed in the POE Auto On process, still not working properly.
