High density wide area mesh network?

I need some advice on making an estate (about 200 houses) have access to WiFi on their laptops. (No CPEs, 2.4GHz)

I tried single antenna WDS repeaters, but each added antenna degrade performance to the extent where it is unusable. (have 9 repeaters up now)
Should I rather have separate uplinks between the repeaters? If so, then each AP would occupy a different frequency and that would not be possible.

Any solution to help fix this would be greatly appreciated. I posted on MME before but had no reply, so it doesn’t seem it is something that anyone use?

Thanks, but that will use to many frequencies to cover a flat area where APs can see each other, but clients can see all APs.
9 Repeaters in all = 9 frequencies in 2.4GHz. :confused:

use 5GHz to transmit the signal (one or more radios) with PtP Links
and one 2.4GHz radio with an omni antenna to distribute the signal to the clients on each site.
