Hotspot and proxy giving problem

Hello
I have a HotSpot running for my clients and have transparent web-proxy running to log URLs,
Problem is everytime I restart my router the NAT settings for transparent proxy become rule 0 in Firewall Nat and all dynamic hotspot rules come below it so user is not able to see the hotspot login page, is there anyway I can make the custom dstnat rule to come below the Dynamic rules of Hotspot or make the Hotspot rules Static

yea thats easy but everytime router restarts the Static rule(transparent proxy) goes above the hotspot dynamic rules so people are not able to see the login page
After we drag the rule below the dynamic rules then everything works fine,
It would be great if there is no human intervention required after every reboot
