hotspot BW limit and advertisement not working while bypass

Hi all
Is there a way to make the bandwith limit and advertisement work in hotspot while user ip-binding is bypass
i treied it alot but it is not working it work just if users is regular.
Note: i am using version 3.13 if this fixed in another versions please tell me.

bypass means completely “bypass” the hotspot and therefore not subject to any hotspot rules or restrictions. You would have to create a queue separately to control bandwidth.

Thanks for replay i hope that change in next versions at least i want to be able to make advertise to user
