Hotspot "connection refused"

Hello,

i have a problem with one of my Hotspot installations:
Some wireless clients - not all - when trying to login, an error like “Connection refused” appears in the Captive browser,
and in this situation no login is possible.

Fortunately most of the guests do not have this Problem.
Is this a new issue with some Android or iOS versions, any suggestions?

MtikOS version is the actual long-term, but same problem also with actual stable.

Probably the issue was caused by Private DNS mode from Android 9 and higher, to be more precise by DNS over HTTPS/TLS (on port 443 encrypted).
With this new technology (any?) hotspot system is broken, because DNS redirects will no longer work again.
When Android or iOS will enable this feature by default, then we have a huge problem.
