This was reported back in December 2015, http://forum.mikrotik.com/t/hotspot-doesnt-work-with-vlan-use-ip-firewall-for-vlan-yes/93427/1 but no answer has been posted.
When use-ip-firewall-for-vlan is set to yes the Hotspot does not redirect to the login page. When the setting is changed to no then the hospot works correctly.

A reply from Mikrotik Support:
“Yes, there is a problem with “use-ip-firewall-for-vlan” that breaks this configuration .”
No advise from them about when or if a fix is in the works.

"Hopefully before v6.34, but as it’s slowly being pushed to release the fix might not make it in there. "
