It just keeps repeating …
Because of this only bypassed ip can access internet.

Make sure that you have followed all requirements for HotSpot,
http://www.mikrotik.com/testdocs/ros/2.9/ip/hotspot.php

Check the logs on HotSpot router, probably there will be some useful information.
