when you setup any hotspot server
you will find the filter rules shown in the image down ..these rules add themself forcely and autmaticaly even if you reboot the router board …why ? , how can i remov them terminally ? thank you very much

You can´t. The HotSpot wouldn´t work without them; They are essential. Why would you want to delete them?
They will be removed as soon as you disable hostspot; But nothing prevents you from adding additional custom rules.
