Unregistered users have access to the external portal to authenticate via Walled garden. These users generate a huge amount of traffic.
Is it possible to limit the rate of unregistered users?

Yes. Add a queue that matches the entire hotspot subnet, and place the queues for all registered users above it. Unregistered users will reach that queue, and thus they’d all share between them whatever rate you specify there.
