Hotspot in other subnet

hi dears
im sorry. i cant speak english very well
i have a mikrotik x86 and a cisco 3850 in this senario

cisco 3850 work at layer3 and comunicate with ospf.

i want configure a hotspot on mikrotik but users in lan can not open hotspot web page

what is your solutions?

Include some IP addressing would be nice ?
Where is your dhcp server ?
Is the interface connecting the mik to the switch have a Lan address /
Can the LAN clients ping the interface of the Mik.
What else is happening on the cisco switch ?
