Hotspot IP binding suggestion

please add option to select profile or manually enter rx tx limit in ip binding tab to limit bind users (ip->hotspot->ip binding)

for this you have to configure user manager with hotspot .than you can have rx tx limits on each and ever user

I know another way to do this with static lease but I suggest this (limit in ip >> binding) to make easy ROS.
