Tried a software hotspot and just can’t keep it stable. It’s a pretty basic hotspot for an apartment complex, but it’s a 3 meg connection for about 20 rooms (ugh, I know–fastest available at the location). I’ve been reading a lot of docs, but would love to double check a few things.
I see that there’s a lot of software that adds features and that certain features are basically built-in. So I’m also trying to make sure I understand what I can do without other software (and maybe suggestions for other software that would work well–prefer local software).

The best case for me is that each user gets a fair share of the data that automatically fluctuates with users added. Is this easily done? Do I have to give each person a data rate limit, or can the router auto limit based on how many users there are? Can I do both?

Can I give daily bandwidth usage amounts too? Can it cut their speed to slowville if they go over bandwidth allocation without extra software? If not, can it just cut them off for the rest of the day if they go over a limit?

Can there be time restrictions like a daily limit from 7am to 2am and complete freedom from 2am till 7am?

Will the different bandwidth shaping apply to torrents, tv, ftp, downloads, email, etc? Is there anything that tends to overpower the routers?

Can I give out codes that work per apartment (so even if they have 3 phones and 2 computers that everything can connect)? If so, I assume a whole apartment can share a master bandwidth?

We have two cisco 1200 series access points that will plug into the router–I won’t have any issues continuing to use them, correct? They just work as access points (don’t pass out dhcp or anything). They’ll continue to handle the wpa wireless connections.
