Hotspot no longer working-- "Connection refused"

Hi,

Today my mikrotik failed to allow few devices to access the internet.

The device are various types - mobile phones and laptops. Though they share the same problem, that is they are unable to access the hotspot login page and thus unable to access the internet.

They receive valid IP from the built in DHCP of Mikrotik.
They are able to ping the Mikrotik device.
They are unable to ping IP addresses outside the DHCP range, such as 8.8.8.8

When they try to access 192.168.4.1/login page the browser shows “Connection Refused” message.

Thru Winbox,
IP → DHCP Server → Leases, those devices appear and received IP
IP → Hotspot → Hosts, the laptop appears, but not mobile phones
Log only show this. The offending laptop is the 192.168.4.106

I rebooted the Mikrotik. Failed to resolve this problem.
I upgraded the firmware from 6.45.1 to 6.45.3. Failed to resolve this problem.

How do I solve this?

Try downgrade for long-term 6.44.5 and try again

What happens at the current versions (6.45.x) that it does not work?

In version 6.45.3 this problem is presented. Still Hotspot captive portal not show automatically. In the client devices the message “Internet not available” is presented.
Can you help with any solution? please
