hotspot not sending radius request

hi
the network structure is like
14.xxx.xxx.2>Mikrotik>10.0.00/8(hotspot)
14.xxx.xxx.3>freeradius

we can ping both the system from internet and can ping internally between the systems

but when user loads the hotspot login page and tries to auth the request is not going to the freeradius

can any one suggest what the problem is??

we downgraded to v 5.24 and all worked fine
