hotspot not working

I have a wrap board. ether1 is connected to Internet and ether2 is the interface where I make hotspot. ether 2 has connected 3 APs through a switch.

I see the following message in the log:
dhcp error warning: dhcp1 failed to give out IP address: pool is empty.

But the pool1 has enough aditional addresses.

Any help will be appreciated

You should try to make a regular DHCP first, before implement the hotspot.
Try the DHCP setting (IP Pool, etc etc) while turning off the hotspot.
