Hotspot only allowing Port 80 browsing

I’ve just installed hotspot in a mikrotik 2.9.8 router (level 4) using the Hotspot Setup through Winbox. All Users are on Ethernet Connections, no wireless is used. I have modified the login.html page so that it includes the user/pass information so the users just have to click the ‘OK’ button to be authenticated. Users are Authenticated and can surf the Web just fine, but only while browsing on Port 80. Any HTTPS site, Email client, or VPN client does not connect. What settings do I need to look at/Post for help resovling this issue?

There must have been a rule hiding somewhere. I tried deleteing all Firewall/DHCP/Hotspot entries and running the hotspot setup again, and it had the same problem. I reset the router back to factory defaults ran the Hotspot setup and now everything works.
