HotSpot or PPPoE Server

I have case in our company, so the user try changing IP Address to get high speed bandwidth or break the website limitation of web-proxy that i already set depends on their IP Address.
The PC clients are about 50 PCs, some of them bring their laptop.

I’m planning to implement HotSpot or PPPoE Server.. to make user authentication before get internet access and i will give specific IP Address to each user, so the user can not change the IP Address

Which one better, use HotSpot or PPPoE Server? and if you don’t mind.. please give me comparison / advantage or disadvantage of using HotSpot and PPPoE Server.

I use MikroTik DOM Level 4

PPPoE is more secure, but you need to configure PPPoE client on every client locations. HotSpot is more flexible for authentication and accounting.

or you may use readonly arp table with dhcp-server, which will delegate addresses by client’s MAC address
