I am setting up a mikrotik hotspot with 2.9.38 and no Masquerade. I can login via the login page fine and have access to the web (port 80) but when I try to check my email via POP3, login to my ftp or telnet into my server it fails to connect. I am guessing this is a firewall/filter/NAT issue? but I am not quite sure how to fix this. If anyone know the answer and can help out I would appreciate it.

Probably some your configured firewall rules are dropping this traffic.
Default setup of HotSpot should not block access to any regular service.
Post firewall export here, try to test connection to your POP3 with disabled HotSpot.
