can i connect Mikrotik server with another type of RADIUS and billing system
i mean , i want to user Mikrotik to control wireless hotspot and access point
really i need somebody helping me as fast as possible

If you mean the hotspot AAA to a RADIUS server, then yes. I use FreeRADIUS. Others use RADIUS Manager.
