Hotspot router for 200 laptop/mobile users

Hello Dudes !!
I am using RB3011 as Hotspot router for my campus of 200 users. User types are mobile/Laptop/SamrtTV
I have ISP bandwidth of 30mbps (1:1) but I am not getting throughput more than 10-11 mbps on my WAN interface(screenshot attached)

I have configured usermanager in RB itself. when a user logins; a simple queue gets created automatically; at a given time more than 120+ simple queues are getting created.
CPU load never crossed more than 4%, Free memory is 940MiB

I need to increase the WAN interface throughput to maximum level; Did I have misconfigured in Router or I need to change the Hardware with any other higher model.

Probably you have some config that is limiting your throughput. What is the link negotiation of your WAN interface?

Also paste your config here using export hide-sensitive option.

With your 3011 reach 30Mbps should be overkill.
