Hotspot shared user bandwidth

Hi. I use 6.48.2 with hotspot and Radius Manager(dmasoftlabs)
I set it up to allow two shared users and each user gets 10 mbps.
The issue I have is that if a user for example called user1 log in with one device, a dynamic queue gets generated allowing that device 10 mbps. If he logs in with a 2nd device, that device also gets 10 mbps thus the same user uses 20 mbps.

How can I allocate bandwidth based on user and not device? I had read numerous forums and posts, seems no one got it working.

Assign one shared user for 2 device with 5Mbps.

Unfortunately a client must be able to get 10 mbps and then each device with the same username must get data from the same queue.
