I have Hotspot configeration. if the user logout and stay out for 3 min for example, he or she has to enter his user name and password again

Take a look in the “ip hotspot profile” section. There should be an option called “login-by”. You can set that to “login-by=cookie,http-chap”, then the client’s cookie will log in the user. Otherwise, logging in after logging out is part of life. 
BTW, if you do not have NTP setup correctly, I understand the cookie login will not work. Most OS’s do not recognize a cookie from December 1970.
