since you have Hotspot all request to Port 80 are redirected to the hotspot portal, go to / ip services set www port=8081
this will change the port that mikrotik listens to for request to access the www service.
after that you have to login to the userpage using this address
http://your_router_ip_address:8081/userman
or to access the winbox page
http://your_router_ip_address:8081/

This solution may work for some, I haven’t had any luck yet, can only access the userman site from the WAN port. 2.9.48
It is starting to get quite frustrating because I would like to allow users to subscribe, but can only get “error 404: not found” messages.
Am I missing something basic? how do you allow the user manager services to run on the hotspot wlan interface without being intercepted by the hotspot?

It is true, you are not able to access User-Manager interface from HotSpot address. Public address of the router should be used.
