My hotspot is making users log on multiple times with the same mac address for no reason they can be in the middle of a web page and it makes them log back on and leaves their current session logged on also so it is eating up my public ips and i have to go in and manually delete the idle one. Any thoughts? I am using NAT, and on 5.12 This also happens on both of my routers.
Your description is not clear enough.
Do you have this problem for authorized clients or unauthorized?
For unauthorized clients you may disable “Universal-client”, /ip hotspot set address-pool=none
Sorry about that, This is for Authorized Clients, It will kick them off randomly and makes them log back in which alot of the times they do not know because I have cookies enabled. Then they have multiple accounts opend up and its using up my public ips, If i leave them be sometimes it will kick them back to their old Active account and i have to delete the other one.

I have idle time out set to 2Days then remove them, but the keepalive-timeout is not really a fix for what is happening to my customers, its just away to clean out my authorized users. Im looking for a fix to keep them from getting kicked of during a session of for no reason what so ever for example: they are playing xbox then for no reason they get kicked off and have to log back in, or just looking on ebay and it kicks them off and makes them log back in. I do not have any restrictions besides for speed.

Try to apply my previous recommendation and try to change the Lease Time from dhcp server from 1 hour to 20 minutes, for example.. then, each 2 minutes, the system will kick the inactive users and you will have the dhcp leases updated faster.
What sergejs said, it’s something you have to change too.
Why you need the public addresses assigned to the users? Try to:
Remove what sergejs said.
Assign ONLY private IPs to the users. Look /ip/hotspot/hosts, you are giving private and publick IPs at the same time and traslating privates tu public and public in privates in the hotspot.
Assign only private IPs and make 2 NAT rules, with netmap to translate the addresses 1 time only. Perhaps this is giving you problems.
