Do you really want to display this banner on the top of EVERY page?
There’s an advertisement function in the 2.9 hotspot, which allows you to open ads every so-and-so minutes.
To achieve what you want (if I understood you correctly) you would have to use something like a transparent web proxy that modifies every page requested through it (inserting the banner at the top). Not THAT easy…
Hint: Search Google for squid and icap - that would be a way…

Good points, however, in the 2.9 manual, it mentions that you can do these ad items, however, it never says “HOW” to display ads every so often.
Can you give me a direction on that?
Yeah - using WinBox:
IP → HotSpot → Users → Profiles → “Advertise” tab…
in console that’s somewhere like “/ip hotspot user profile”, then set the advertise parameter to yes and you can configure the rest (URLs, timing, …)
But this is in the manual, although a bit hidden if you ask me:
