How assign Cloud Hosters Public IPs to vServers?

Hi!

can someone explain, how cloud Hosters assign Public-IPs from their Registry Adress Space to vServers?

To be more precise, did they use a default gateway with failover/cluster like vrrp?

And how did they prevent duplicate IPs from misconfigured vServers, if Customer-A Assign “accidentally” the IP of Customer-B?

for example, a OVH Cloud VM with public IP - how did they assign the Adress to the VM and how did the prevent users to change the IP?
