How can I control the traffic ?

I want to control the traffic. First second 40K/S, 2nd second 60K/S, 3rd second 80K/S etc…

I read the queue control, and the burst part of document, it seem not to achieve this.

How can I do that ?

“etc”?.. i.e. in an hour, the limit should be 70 Mbps?..
