how can i edit user manager pages?

Hi,
My query is I want to give the user to use internet for 100hours within 30 days using hotspot. If 30 days over and the user haven’t finished his 100hours then also his time limit will reset automatically to zero hours without resetting anything of any other users. How can I do it?

Another thing is how a client(end user) can change password from web browser?

and how can i edit the page(user manager pages)?
