I have not a clue as to what device we are supposed to be talking about. But I can say this.
From the semantics of the problem, just run it until the 4GB runs out. If there is a cost penalty to continue beyond 4GB, cap total usage at 4GB. The fact that there are 4 users is irrelevant under these rules, they act together as a single effective user.
Just let them use the same login.

Basically,
you need to configure the hotspot feature, combined with the user manager,
where the same login can be used on up to 4 different MACs simultaneously,
so that once the allocated traffic is used up, no one else can use it.
Or simply create 4 users, 1GB ones, and you're done...
1GB x 4 logins is not the same as 1x4GB for one login.

For a hot spot, you can create a single user. From WebFig set Shared Users = 4 in [IP β Hotspot β User Profiles β ?] and set the limit in [IP β Hotspot β Users β ?]. This will allow all 4 users to log on simultaneously and share one limit.

Like to create 4 different users and, using scripting,
continuously sum the traffic used by each one and, when it exceeds the limit, deactivate all 4.
